External Funding for Social Work Doctoral Students
The case for external funding
Internal awards from your own school are easier to win and worth applying for, and they do a different job. An external award was judged by people with no stake in your program, which is why it counts as independent evidence on a CV, in a job talk, and in a tenure file. Apply for the internal ones and treat them as practice.
The award usually comes with a cohort attached. NAEd/Spencer fellows attend two professional development retreats run by members of the National Academy of Education and choose an academy member or another senior scholar as a mentor. SSWR and GADE present their awards at the annual meeting, in front of the people who do the hiring. A funded project also gives you a concrete reason to email a scholar whose work you want to know.
The writing changes how you talk about your work. Your committee already shares your assumptions, so a proposal written only for them never has to justify why the question matters. A cross-disciplinary panel starts from zero. Making the case to Russell Sage or Horowitz or AERA means explaining a social work problem to an economist or a sociologist in terms they already use, which is what a job talk and an opening paragraph also require. Applications that lose still leave you with a sharper version of the argument. The mechanics of writing one are in a separate post.
Social work professional associations
These are the smallest awards on the list, and the odds on them are better because the applicant pool is limited to social work doctoral students. Several require membership in the sponsoring organization, which costs less than the award.

Federal agencies
Several federal mechanisms that social work students used have closed since early 2025. NIH ended the F31 to Promote Diversity that May under Executive Order 14151, the Blueprint D-SPAN closed in March, the NIMH and NIA R36 dissertation awards came off the NIH site, AHRQ’s dissertation program was expired by notice in March 2026, and SSA stopped funding the six Retirement and Disability Research Consortium centers in February 2025, which ended the predoctoral positions at Boston College, NBER, Michigan, Wisconsin, UMBC, and Baruch.
Two of them came back without the diversity restriction. The parent F99/K00 now covers nineteen institutes, and the NIDA R36 is a general substance use dissertation award. Both are open to anyone who meets the standard NIH citizenship requirement.

The NIJ fellowship works differently from the other federal mechanisms. The award goes to the university and the student is the named researcher, so citizenship never enters the eligibility test. Topics have to touch crime, victimization, or the administration of justice, which covers a good deal of child welfare, intimate partner violence, reentry, and juvenile justice work.
NSF’s FY2026 budget request proposed cutting the Graduate Research Fellowship Program by 55 percent against FY2024, so the next cycle may make fewer awards; that is a proposal and not an enacted cut. NSF has also moved dissertation improvement funding for most social science subfields out of the agency, sociology to the American Sociological Association and law and social science to Arizona State, so check your field’s association before checking nsf.gov.
The ACF/OPRE dissertation scholars programs (Behavioral Interventions Scholars, Child Care Research Scholars, Family Self-Sufficiency and Stability Research Scholars) could not be confirmed for 2026. Their most recent documented cycles were 2025, 2022, and 2020 through 2025 respectively. Check grants.gov before counting on any of them.

The de Kármán fellowship changed in 2023, when the Pasadena Community Foundation took over the trust. It now accepts applications only from final-year PhD students at Caltech, Stanford, USC, and the eight UC campuses. Several university fellowship pages outside California still list it as generally available. Of the eleven eligible institutions, Berkeley, UCLA, and USC have social work doctoral programs.
Newcombe requires a dissertation that “engages significant questions of religion, ethics, morals, and values.” Moral distress in practice, the ethics of child welfare removal, and religion in immigrant mental health all fit. A dissertation on intervention effectiveness generally will not.
NAEd/Spencer requires an explicit tie to education. School-based mental health, immigrant youth schooling, and the education outcomes of child welfare involvement fit. The award is $30,000 on the National Academy of Education page, which is the administering body; Spencer’s own mirrored page still shows an older $27,500 figure.
Google’s fellowship takes no direct applications and caps nominations at four per university in the US and Canada, so you need to find your university’s internal nominator in the fall for an April deadline. Meta’s fellowship gives contradictory signals: the official research page says applications are not being accepted while the application portal shows an open window. Confirm with Meta before starting anything.
Funding without a citizenship requirement
This table collects the open items. Everything in it either explicitly accepts applicants regardless of status, or exists specifically for people who are not US citizens. This was the slowest part of the list to verify, because the answer is often three clicks into an FAQ.

The programs below come up in almost every search on this topic, and their eligibility rules differ from how they are usually described.
AAUW International Fellowships are restricted to STEM. The page says the fellowships are “available for master’s and academic and professional doctoral degree programs in STEM disciplines,” and AAUW judges this against the Department of Homeland Security STEM list, which does not include social work. Aggregator sites still describe the fellowship as open to any field. AAUW’s American Doctoral Fellowship does cover any field, and requires citizenship or permanent residency. Between the two AAUW programs, a social work student on a visa qualifies for neither.
Paul and Daisy Soros is the best-known fellowship for immigrants and children of immigrants, and it supports entry into a graduate program. Applicants must be 30 or younger and cannot have started the third year of the degree.
P.E.O. International Peace Scholarship rules out first-time applicants at the dissertation stage: “Doctoral students who have completed coursework and are working only on dissertations are not eligible as first-time applicants.” The window for a first application is during coursework.
Center for Engaged Scholarship is explicitly open to “foreign nationals and undocumented individuals,” then “generally excludes Ph.D.’s from professional schools (Public Health, Education, Social Work, Law, Medicine, Urban Planning).” Exceptions exist for work meeting arts and sciences standards, so it is worth an email before writing.
Wenner-Gren states the most open citizenship policy of any funder here (“we welcome applications from any citizenship working anywhere in the world”), but eligibility requires enrollment in an anthropology doctoral program, an anthropologist advisor, or a prior anthropology degree.
For an ongoing search, Immigrants Rising maintains a filterable list of opportunities that do not require proof of citizenship, and both the University of Chicago fellowships database and the Illinois Fellowship Finder let you filter by citizenship and DACA eligibility. All three are free and open to people outside those universities.

Suicide prevention has no dissertation-level mechanism. The American Foundation for Suicide Prevention runs seven grant types and its own policy document requires a completed or nearly completed doctorate for every one of them, including the Early Career Research grant.

Practical notes
- Verify on the funder’s own page. University fellowship listings, aggregator sites, and this post all lag behind it. AHRQ’s own website still described its dissertation program as open five months after the notice that terminated it.
- A table entry that says “Not stated” means the funder’s page is silent on citizenship. Ask the program by email before you write.
- A defended proposal and IRB approval are separate milestones. They fall months apart, and programs treat them differently. Most state ABD status as the eligibility bar and say nothing about IRB on the eligibility page, then ask for an IRB letter in the application instructions.
- Nomination programs move your timeline back by a semester. Google’s fellowship takes no direct applications and caps nominations at four per university. SSWR needs your program to nominate you in August. P.E.O. Scholar Awards require a local chapter to nominate you between August and November. APF COGDOP requires your department to nominate you. Ask early about who nominates and when the internal deadline falls, since internal deadlines are rarely posted anywhere.
- Small awards are worth the time. A $1,000 SPSSI grant covers participant incentives for a qualitative study, and a $3,000 Grand Challenges award covers transcription. The applications are a few pages, the applicant pool is small, and the award counts as external funding on a CV regardless of size.
Every program above was checked against the funder’s own page in August 2026, and the eligibility language in quotation marks is quoted from those pages. Deadlines, amounts, and eligibility rules change every year, so confirm all three on the funder’s own site before you apply.
